The Casper City Council approved new rules for local gaming and simulcasting operations on first reading, creating a local permit process and setting zoning limits on where wagering businesses can open.

Under the revised zoning rules, gaming establishments are permitted in General Business, Highway Business and Limited Industrial districts. The rules prohibit them downtown in the Central Business district, as well as across the Old Yellowstone District and the South Poplar Street Corridor.

Councilors split 6–3 on the zoning limits. Councilors Gena Jensen, Brandy Haskins and Pat Sweeney voted against the measure.

Downtown Development Authority Executive Director Melissa Hugget spoke in favor of the downtown ban, saying gambling parlors would hurt the area’s character, vibrancy and continued growth.
