City Council gave initial approval for the project in February, amending a beach lease with Caesars governing what it can and cannot do on the sand that it leases.
The move comes as city officials and the owner of the former Chelsea Beach Bar plan to move that operation to a section of beachfront near Jim Whelan Boardwalk Hall.
