What happened to the UK’s proposed gambling ombudsman?

Despite the British government’s stated intention to set up a gambling ombudsman, three years on from the white paper the process is still stuck in limbo.

The Independent Betting Adjudication Service (IBAS) last month used its 2025 annual report to highlight the continued delay on the planned gambling ombudsman. Arguing there had been “no progress” three years on from the white paper, the alternative dispute resolution (ADR) service – which admitted it hoped it might be able to take on the role – said this had left consumers with limited options for redress in cases involving social responsibility themes.

So what has been the hold-up, exactly?
