After a failed attempt in 2024 to relocate the Rising Star Casino in southern Indiana to Allen County, the Indiana Gaming Commission hired a firm to determine the best places in the state to relocate an existing casino. The results of that study were released on Wednesday.

Based on a multitude of criteria and data, Spectrum Gaming Group identified and selected four zip code areas in the state with the “highest unmet gaming-revenue potential.” The projected Annual Gaming Revenue, or AGR, was the key factor in determining potential locations.

The two locations with the highest AGR potential were determined to be downtown Indianapolis and an area north of Fort Wayne in the vicinity of State Road 8 and I-69 in DeKalb County.
