If Rick’s casino in the movie “Casablanca” had been waiting for Governor Hochul’s administration to issue it an operating license, the amoral French Captain Renault would have died of old age long before being presented with his winnings.
And so it goes in the literal never ending saga of “Waiting for Kathy” to move forward in allowing a somewhat tortured review and approval process to decide which entities will get a license to operate a casino downstate…
The latest chapter is about what didn’t happen. Legislation approved by Albany lawmakers designed to expedite the review process for a casino license has died in the governor’s waiting room.
