An $8 million mystery is taking shape at the Flamingo on the Las Vegas Strip.

More than a dozen construction permits and related materials have been issued, approved or are pending review for a project with a contract valuation of $7.8 million, according to Clark County building records. The submissions list only “Restaurant” for the application type.

Four of the permits additionally describe the restaurant as a “phased project” and refer to the construction of a mezzanine “with interior tenant improvement.”

In the past, Caesars Entertainment has used code names on construction applications for restaurants such as Gordon Ramsay Burger (“Bird Bar”) and Pinky’s by Vanderpump (“Purple Zebra”), both of which have since opened at the property.
