Kansas: HHR facility on site of former Wichita greyhound park to open in September 2025

A new historical horse racing facility on the site of the former Wichita Greyhound Park in Park City will open in September 2025, the Kansas Racing and Gaming Commission shared during a House Committee meeting on Wednesday.

Wichita Greyhound Park closed in 2007. The new venue, Golden Circle, will feature 1,000 HRR machines that have a slot machine look and feel. Players bet on the outcome of horse races, and the machine determines the winner based on previously run horse races, unlike slots that use random number generators. The facility is now selecting machine vendors.

In addition, there will also be a simulcasting facility where patrons can watch and place bets on live horse races taking place at other racetracks and shown on large screens. The establishment will feature a restaurant, deli, smoothie bar, rooftop patio and an entertainment amphitheater. Plans call for a hotel with 96 rooms in the future.

Founded in 1985 by Phillip Gene Ruffin, Ruffin Holdings is a U.S.-based real estate, manufacturing, retail, energy and lodging business. The company owns and operates a chain of hotels and casinos, including Treasure Island Hotel & Casino and Circus Circus Hotel & Casino in Las Vegas. Wichita native Phil Ruffin also owns 50 percent of the Trump International Las Vegas hotel with friend Donald Trump.

Ruffin Holdings’ Golden Circle project was unanimously awarded an HHR license in July 2023. The original plan was to open the casino in about 14 months.
