Virginia judge dismisses Cordish lawsuit against Norfolk claiming breach of contract after city okays Pamunkey casino

A Richmond judge has dismissed a lawsuit against Norfolk that claimed the city breached a contract by partnering with the Pamunkey Indian Tribe to open the HeadWaters Resort and Casino.

The lawsuit was brought by The Cordish Companies – the real estate developer behind Norfolk’s Waterside District – who want to open a casino there. The company’s lawsuit alleged Norfolk breached its lease agreement with Cordish by inking the deal with the Pamunkey Indian Tribe.

In an order signed April 7, Judge Bradley Cavedo dismissed the lawsuit on the basis that Norfolk’s “agreement to agree” with Cordish “created no obligation on the part of the city and Norfolk Redevelopment Housing Authority.”
