Philippines licensed casinos suffer 9.6% fall in GGR to US$3 billion in 2025

The Philippine gaming industry recorded a 6.4% year-on-year increase in gross gaming revenues to Php396.14 billion (US$6.61 billion) in 2026, however licensed casinos struggled with sector GGR falling by 9.6% to Php182.50 billion (US$3.04 billion).

PAGCOR-operated casinos also declined by 21.0% to Php12.52 billion (US$209 million).

The year-on-year increase in industry-wide revenues was driven by the online sector, which booked a 30.0% increase in GGR to Php201.1 billion. The sector comprises E-Bingo, E-Games, Bingo Grantees and Onsite and Offsite Poker.

“The E-Games and online gaming segment accounted for 50.77% of total industry GGR,” said PAGCOR Chairman and CEO Alejandro H. Tengco.
