Brazil’s 2025-26 betting regulatory roadmap detailed

The Brazil Ministry of Finance has published its regulatory agenda for betting and gambling through 2026, outlining 13 initiatives to be implemented over the next two years. The plan…follows the January launch of the country’s regulated fixed-odds betting market.

The agenda was finalized after a public consultation period that collected approximately 200 contributions between February and 27 March. Most input came through the Participa + Brasil platform, with additional feedback from a virtual public hearing held 21 February.

Central to the plan is creating a database of individuals excluded from betting.

This system will track self-excluded people, those with gambling disorders, and prohibited individuals including athletes and ministry employees involved in betting regulation.
