The Greek company that received a massive no-bid contract to bring sports betting to the District has so far fallen short of a legal requirement to spend money with locally owned businesses, and government agencies have failed to oversee the company’s spending, the District’s auditor found.
In a report published Wednesday, the auditor claims that the lottery company Intralot, which holds a five-year, $215 million contract with D.C., directed less than 1 percent of that amount to small local businesses in the first year.
D.C. law requires that recipients of large city contracts spend at least 35 percent of what the District pays them on subcontracting to other companies that are owned and operated in the District.
