A ballot committee calling itself Local Voters in Charge submitted to Arkansas Attorney General Tim Griffin’s office a proposed constitutional amendment Friday that would repeal the Arkansas Racing Commission’s authority to issue a casino license in Pope County under Amendment 100 to the Arkansas Constitution.

The proposed constitutional amendment also would require local voter approval in a countywide special election for any new casino licenses in Arkansas.

Under the proposed constitutional amendment, the Arkansas Racing Commission would no longer be required to award a casino license to an applicant for a casino in Pope County within two miles of the city limits of the county seat.
