Pennsylvania releases annual reports on revenue, diversity

The Pennsylvania Gaming Control Board on Wednesday issued the 19th edition of its annual report and released its annual diversity report on the casino industry.

“As we look back on Fiscal Year 2024–2025, I am proud to report that the Pennsylvania Gaming Control Board continues to fulfill its mission of ensuring the integrity of gaming operations while promoting responsible gaming, and safeguarding the interests of the Commonwealth,” PGCB Executive Director Kevin O’Toole said in a statement. “This past year, Pennsylvania’s gaming industry demonstrated resilience and growth, contributing $2.8 billion in tax revenue and supporting thousands of jobs across the state. Our regulatory oversight remains strong, and we are committed to maintaining public confidence in all licensed gaming activities.”

Legal gaming in the state yielded $6.4 billion in revenue and a record $2.8 billion in tax revenue. The PGCB saw an 8.5% increase in revenue during fiscal year 2024/2025.

Pennsylvania’s 17 retail casinos produced revenue from slots and table games of just less than $3.4 billion, a decrease of less than 1% from the previous fiscal year. Tax revenue from casinos was $1.5 billion. Slot machine revenue increased by 0.08% while table games revenue fell by 3%.

Revenue from igaming rose 27% to $2.5 billion, up from $1.9 billion the previous fiscal year, producing $1.0 billion in tax revenue.

Sports wagering, from retail and online options, yielded $487 million in revenue and $175 million in tax revenue from $8.7 billion wagered on sports during the period.

Video gaming terminal establishments at qualified truck stops grew from 74 to 75 in FY 2024/2025, each housing the maximum allowable five machines under one of the five licensed VGT operators. This brought the number of VGTs to 375. Revenue showed a slight increase of 0.7% with $41 million, and tax revenue totaling $21.5 million.

Revenue from fantasy sports contests fell by 0.66%, from $19.2 million to $19.1 million in FY 2024/2025 producing $2.9 million in tax revenue.

Per the diversity report, as of June 30, Pennsylvania casinos, employed 15,840 people, of which 14,233 are Pennsylvania residents. Executive/ management/professional staff consists of 2,584 people: male 62%, female 38%, minorities 28%.
