The University of Hohenheim has set up a research centre for gambling. Its latest findings indicate that Germany is a haven of illegal gambling, and the call for a federal authority is getting louder.
One existing flaw in regulation is the division of responsibilities between the individual federal states. Experts see a failure in regional governance and now call upon the federal government to act.
Professor Dr. Tilman Becker reports that anyone who does not abide by the rules “will in fact be rewarded… and cost the state revenue of half a billion euros”. The only solution to all of this is most likely a federal agency for supervision of the gambling in question.
Gambling legislation in Germany is still backwards. Online casinos and poker are banned. Sports betting exists, but with few licenses. Even the state monopolised lottery is on shaky legs. Other European countries, such as the United Kingdom and Denmark, are several times further ahead than Germany in terms of regulation.
