The Kenosha County Board received its first look at a proposed $360 million casino complex and intergovernmental agreement during a special meeting Tuesday night.

The board, meeting as a committee of the whole, made no decisions on the agreement following the five-hour session which included presentations from leaders of the Menominee Tribe and Hard Rock International.

The Menominee would own the casino and its related facilities, and Hard Rock would serve as developer and manager of the project proposed just west of Interstate 94 on about 60 acres of land. Under the agreement, the Menominee intends to apply to the U.S. Department of the Interior to place the land in federal trust for the purposes of casino gambling, which would remove the property from the local taxing jurisdiction.
