When it comes to a local casino, we cannot offer sizzle for this stake.

Leaders for the city of Fort Wayne and Allen County have generally approached economic development with deliberation and a willingness to adapt when real opportunities present themselves. However, casinos are no longer the fiscal wellspring they are often promised to be. This is not an opportunity so much as a symptom of Senate Enrolled Act 1, which shifted fiscal risk onto local governments.

That context matters. Last year, the state upended local finance, then stepped back as cities and counties struggled to fill the gap.

The timeline also matters.
