Alberta racetrack-casinos denied license change that would allow table games

The owner of a Rocky View County business attempting to challenge a board decision, to convert their Racing Entertainment Centres (REC) licenses to casino licenses has had it’s request for a judicial review thrown out.

United Horsemen of Alberta Inc., which has majority ownership in Century Downs Racetrack and Casino, along with Century Mile Inc., which owns a similar establishment in Leduc, applied to the Alberta Gaming, Liquor and Cannabis Commission (“AGLC”) to convert their REC Licenses to casino licences by adding ten table games at each racetrack in February of 2021.

According to court records, the absence of a specific process for conversion of REC Licenses to casino licenses, the AGLC used a “best fit” approach under section 15.2 of the Casino Terms and Conditions and Operating Guidelines.
